The Site, Security and Operations Final Plans of Record is the biggest and most complex of all of the Final Plans required by the OCM to complete your cannabis licensing process. Contains 51-54 questions, depending on your license type. You can view all of the questions here.
The questions include:
- 3 questions about utility services that can only be answered after you have secured a facility
- 1 question about ventilation, filtration, temp and humidity control, which must be designed before it can be described (we have designers to recommend)
- 1 question about facility sanitation features
- 6 questions about cannabis product storage areas, procedures and recordkeeping
- 1 question about limited access area signage
- 1 question about cannabis waste management storage areas
- 32 questions about security locks, employee badges, records storage, limited access areas, fencing, alarms, video surveillance, security personnel, and security equipment maintenance.
- Cultivation only – 5 questions about sanitation facilities, production methods, agricultural inputs, growing/harvest schedules, methods for drying/storage.
- Retail only – 3 questions about POS system, inventory tracking and limited access areas.
- Manufacturing only – 7 questions about sanitary facility surfaces, chemical control program, recycling of inputs/ingredients, methods to secure ingredients, equipment/utensils, methods of extraction + 19 short questions on each product type.

Your Minnesota Cannabis Application Process Continues
Getting through the initial application process for an MN cannabis license was the first of several stages of getting fully licensed. You submitted “preliminary” plans and procedures and now the OCM will want quite a few more things before you can start operating.
MN’s final cannabis regulations have been published and can be found here (still called Rule Draft).
Next you must submit the Final Plans of Record. This is where things get complicated, as explained above, and we are here to help. This is our specialty. We have years of experience satisfying cannabis regulatory agencies across the country.
The OCM will allow a “cure period” on all applications in all stages, so if you need help fixing something you already submitted, please let us know, and we will help you. Please keep in mind, however, that we have no influence over your success in obtaining financing or a properly zoned facility. That’s what you should focus on while we help with the paperwork. Minnesota will have a 14-calendar-day cure period that will allow us to repair any errors in the documents we provide to you, and this is done at no charge.
